British Army officer, and official as a commissioner for the repression of the slave trade, he was acting-judge at Havana. He was elected Member of Parliament for Dartmouth in 1859, but only for a short period after a bribery investigation. His second wife was the American Mary Elizabeth Croghan, who became known as a philanthropist in Pittsburgh.
