This is William Tuder, as I posted on 18 Feb 2016. The citation at the bottom of the sketch states: 'Dedicated to Mrs T-d-r of Tenby without permission'.
William at the time was an Ensign in the 24th Regiment of Foot which was based at Broomswell in 1803, the time of the sketch. William retired to Tenby at the end of his army service, having served at the Cape of Good Hope, and in the Peninsula War, and was wounded on two occasions, one leading to the loss of sight in one eye. Tuder Square in Tenby is named after him. He died in 1849. He is also the brother of my Great great grand-grandfather, Liet John Kelly Tuder RN, also of Tenby.
