Born in Peshawar, North-West Frontier Province, India, to a family with a military background. He attended the University of Punjab and the Indian Military Academy before joining the Indian Army. He served with the British Indian 4th division in Iraq, north Africa and Italy during the Second World War. Promoted up the army ranks in close succession he worked with Ayub Khan to lead a commission to scrutinise proposals for the creation of a new federal capital.
