Norman Duggins came from an old Salvation Army family of 6 brothers and 2 sisters in Redditch. He was Chief of Staff in 1961 and General Elect but died before he could take up the role. He had become ill when a young officer in Africa with malaria. In the 1930s he was involved in setting the Army up in Prague and could not get medical treatment quickly when needed which created a long term disability which final led to his early death.
