Born Chesham, Bucks. Son of John Samuel Phillips of Uxbridge. Degree from St Edmund Hall, Oxford matriculating 18 October 1888 aged 22. Married October 1894 Oxford, St. Giles to Catherine Irene Dibb (born Palamcoltah, S. India).
Barrister-at-law and JP for Oxfordshire, Collery Director, Tramway Director.
1914 - Volunteered Royal Warwickshire Regiment, rank of Major (appears to have previously retired from Army 1901).
1916 - Brevet Lt-Col on General Staff
03/06/1919 - Gazetted in King's Birthday Honor's List
Lived at Birchington-on-Sea, Kent (1911 Census - death 1936). Two children George Ivor (born Oxford 1902) and Kathleen Eleanor (born Eynsham 1905)
Died 11 March 1936 at King George V Memorial Hospital, Valetta, Malta
