Sir James Stephen (1789-1859), Historian and colonial under-secretary

Two drawings were mentioned by Sir Herbert Stephen, the donor of the NPG bust, in a letter of 24 January 1896 (NPG archives); a plaster bust by A. Munro is in the Colonial Office library, presumably related to the marble by Munro exhibited RA, 1866 (993).
