A bust of Rev. Rowland Hill by N. Palmer was shown at the Royal Academy in 1829 (No. 1169 on page 46 of the RA exhibition catalogue). Graves includes this bust in his listing of works by N. Palmer shown at the RA (he exhibited there from 1829 to 1844). I expect this is the Nathaniel Palmer by whom the V&A has an 1838 wax bust of Queen Victoria. Graves lists a "cabinet statue of HRH the Princess Victoria" by N. Palmer shown at the RA in 1837. Palmer may well have been the artist for this NPG bust.
