The biographical information about the sitter is not correct. The sitter is Sir Thomas Wharton (1614/15 - 1684), 2nd son of Sir Thomas Wharton, 3rd Baron Wharton (c.1588-1622) and daughter of Philadelphia Carey. His brother was Philip Wharton, 4th Baron Wharton (1613-1696).
