The sketch is possibly one of many studies of distinguished men made by Robert Bowyer who had taken up painting again after a long interval of philanthropic work and 'having recourse to both spectacles and eyeglass' (Bowyer Memorials). Many of these sketches were incorporated in pictures of the House of Lords and House of Commons at the time of the 'trial' of Queen Caroline and engraved for Bowyer's book An Impartial Historical Narrative of those Momentous Events, 1823.
