Previously this drawing was tentatively identified as a portrait of Sir Charles Eastlake, but the two drawings by Birch which indubitably represent him (NPG 2477, 2478) are quite dissimilar. NPG 2479 almost certainly represents Hart. There is a drawing of the figure of a young man on the reverse.
