This is a study for Hayter's 'House of Commons' group. Hayter inscribed the name of the sitter and the date on labels on the back of almost all his studies; there are signs that there was once a label on the back of this study, which has been removed. Some of the original studies were sold to the sitters (as this one presumably was), and the rest appeared in Hayter's sale, Christie's, 19 April 1871.
