Birth of George, Prince of Wales (later George IV) on 12 August.
Thomas Pelham-Holles, 1st Duke of Newcastle resigns as Prime Minister over foreign policy and is succeeded by the Tory John Stuart, 3rd Earl of Bute. Many of Newcastle's followers are dismissed over the following months in what becomes popularly known as the 'Massacre of the Pelhamite Innocents'.

I have lately been reading William Cowper (http://www.npg.org.uk/collections/search/portrait/mw01541/William-Cowper?LinkID=mp01072&search=sas&sText=cowper&role=sit&rNo=2) and was interested in the Romney portrait. However, in the PDF file of the Oxford Edition of Cowper's complete poetical works (https://archive.org/download/completepoetical00cow/completepoetical00cow.pdf) the portrait of Cowper "From the picture in the National Portrait Gallery, ascribed to Romney" is this portrait which you have identified as Thomas Greene. Other sources, such as the New York Public Library, reference Cowper as the sitter for that portrait, but also credit the National Portrait Gallery (http://digitalcollections.nypl.org/items/510d47df-305e-a3d9-e040-e00a18064a99, for example). I am therefore uncertain if this is Greene or Cowper.
